  Experience:   As a founder and principal of PKA, Mr. Kelm is involved in all aspects of the firm’s operation. His responsibilities include the supervision of the firm’s engineers and technicians; preparation of engineering proposals; budgeting and scheduling of projects; development of design criteria; performance of structural systems studies and evaluations; preparation of structural designs, drawings and specifications; review of drawings and design calculations; preparation of construction cost estimates; and performance of field inspections. He has particular expertise with projects produced on a design-build basis using a fast-track delivery process.

Notable projects include:

Structural design of the Whole Foods corporate headquarters, prototype store and parking structure at 6th and Lamar in downtown Austin, Texas. Project included a six-story, 200,000 square foot office tower, an 80,000 square foot store and a three-level underground parking structure for 900 cars.

Engineering design management and structural design of Applied Materials Buildings 31, 32, 33, 34 and 36 and engineering design management of Building 30 in Austin, Texas. The buildings include over 1.2 million square feet of advanced technology office, manufacturing and warehouse space.

Structural design of the TRW Rancho Carmel electronics facility in southern California, a 200,000 square foot multi-building complex.

First United Methodist Church Sanctuary in Round Rock, Texas.

Santa Cruz Catholic Church Sanctuary in Buda, Texas.

Beechcraft Hangar at William P. Hobby Airport in Houston. Project included 190,000 square feet of hangar and office space.

Clay Madsen Recreation Center in Round Rock, Texas. Project enclosed 50,000 square feet and included a gymnasium, racquetball courts, an indoor swimming pool, game rooms, dance studios and administrative office.

96 bed maximum/medium security correctional facility in Coryell County, Texas.

Cimmarron Hills West Trail Bridge in Georgetown, Texas, a 2 lane, 400 foot long bridge on a horizontal curve.

West Belt Toll Road Bridge at Buffalo Bayou, Northbound Lanes, a 1,035 foot bridge on a 2.5 degree horizontal curve.

Spanish Oaks Gold Club Cart Path Bridges in Bee Cave, Texas. Bridges consisted of a 175 foot single span bridge and a 190 foot, three-span bridge constructed of weathering steel trusses with timber plank decks.
